Born on December 17, 1956, in Kazan.


Made his first professional decision after 10th grade when he entered Kazan Vocational Technical School No. 55, from which he graduated with honors in 1975 with a specialty as a radio equipment controller. After his studies, he began his career at Kazan Computer Plant.

In 1987 received a diploma from Kazan State Institute of Economics and Finance, majoring in Industrial Planning.

Doctor of Economics.


From 1977-1994 worked at Kazan Optical and Mechanical Plant, where he worked his way up from radio equipment controller to the master of mechanical assembly production.

In 1997 appointed the General Director of Elecon plant, which he headed for 10 years, until 2007..

From 2000-2008 was elected to the 2nd and 3nd State Council of the Republic of Tatarstan.

During the 2nd State Council of the Republic of Tatarstan (2000-2004) he served a member of the Presidium of the State Council.

During the 3rd State Council of the Republic of Tatarstan (2004-2008) he served as a member of the Budget, Tax, and Finance Committee of the State Council.

In 2007 was appointed the Governor of the Amur Region.

Since 2009 has led Concern Radio-Electronic Technologies (KRET).

A member of a number of scientific and economic societies, including the Russian Academy of Natural Sciences and the Academy of Military Sciences.

A shareholder in Zavod Elecon JSC and Kazan Optical and Mechanical Plant JSC and a member of the Board of Directors of those enterprises.


Winner of the State Prize of the Republic of Tatarstan in 2002.

Recipient of national awards, including the Fourth Class Order of Merit for the Fatherland, Order of Friendship, and seven other medals.

Recognized as an Honored Mechanical Engineer of the Republic of Tatarstan.
